Četiri programa Operacije grad obuhvaćaju većinu aktivnosti i projekata koje organizacija provodi i izravno su utemeljeni na osnovnim ciljevima organizacije.

Prvi program, “Su-upravljanje Pogonom”; drugi program, “Poticanje institucionalne inovacije u kulturi”; treći program, “Jačanje lokalne scene i transfer znanja”; kroz četvrti program “Culture 2 Commons / Od kulture do zajedničkih dobara” .

  1. Su-upravljanje Pogonom

Su-upravljanje Pogonom temeljni je program Operacije grad usmjeren na praktičnu provedbu civilno-javnog partnerstva u upravljanju infrastrukturom za mlade i nezavisnu kulturu u Zagrebu. S obzirom da je Savez inicijalno uspostavljen kako bi zagovarao osnivanje centra za nezavisnu kulturu i mlade, ustanove temeljene na formalnom civilno-javnom partnerstvu zagrebačke gradske uprave i organizacija nezavisne kulture i mladih, on čini platformu za sudjelovanje civilne strane ovog partnerstva. Budući da je 2008. ugovorom između Grada Zagreba i Saveza osnovan Centar, pri čemu osnivači zajednički upravljaju temeljnim funkcioniranjem ustanove, ta godina je i godina formalnog početka provedbe ovog programa.

Primarna uloga Saveza u ovom partnerstvu vezana je za sadržaj, odnosno program Centra. On okuplja organizacije koje djeluju na području nezavisne kulture i mladih i tako s jedne strane osigurava programe koji će se odvijati u Pogonu, a s druge omogućuje svim organizacijama korisnicama da sudjeluju u donošenju odluka. Glavni instrument ovog sudjelovanja, osim članstva u Savezu je Programski savjet Pogona, stručno savjetodavno tijelo sastavljeno od predstavnika organizacija civilnog društva koje raspravlja o pravilima i procedurama korištenja resursa, programskom usmjerenju i dugoročnijim programskim planovima. Programski savjet ima 5 članova, a biraju se iz redova članica Saveza.

Savez i njegove članice kontinuirano su angažirane u unaprijeđivanju modela i praksi korištenja infrastrukture Centra, kako bi on postao resurs – ne samo organizacija i inicijativa iz područja kulture i djelovanja mladih nego i šire lokalne zajednice. Ovo je posebno važno u perspektivi renovirane zgrade Jedinstva koja će omogućiti veći broj korisnika i različitih sadržaja. Naime, pored uloge u programiranju, predstavnici Saveza su intenzivno uključeni u promišljanje i pripremu rekonstrukcije i dogradnje objekta bivše tvornice Jedinstvo kako bi ova infrastruktura bila pogodna za znatno širi spektar javnih programa nego sada.

 

Za ovaj program Savez je do sad imao podršku iz lokalnih i državnih izvora te od međunarodnih donatora te in-kind ulaganjima članica Saveza (bilo kroz rad njihovih predstavnika, bilo kroz besplatno korištenje resusra).

  1. Poticanje institucionalne inovacije u kulturi

Ovaj program predstavlja ulaganje u daljnji razvoj i zagovaranje primjene uspješnog modela sudioničkog upravljanja infrastrukturom za društvene i kulturne namjene. Organizacija se od samog osnutka kontinuirano bavi temom institucionalne inovacije u kulturi pa se ovaj program u različitim formatima kontinuirano provodi od 2006. godine. Uspostavljanje Centra kao hibridne institucije je sigurno najvažnija institucionalna inovacija koja je pri tome i uspješno provedena zahvaljujući organizaciji i njezinim članicama.

Na temelju iskustva i legitimiteta stečenih kroz ovaj proces Savez je nastavio produbljivati svoje inovatorske inicijative pa je još 2011. godine organizirao međunarodnu konferenciju Otvorene institucije te objavio istoimenu publikaciju koja se bavila promišljanjem novog tipa institucija kao pokušaja reforme i modernizacije javnog kulturnog sektora iz očišta nezavisnih aktera te njihovih transsektorskih potreba.

Interdisiciplinarnost pristupa promišljanju inovacije unutar kulturnog sektora rezultiralo je širenjem interesa na promišljanje koncepta i razvoj modela koji bi u sebe uključio i druge civilnodruštvene aktere koji ne djeluju u području kulture. Tako je došlo do konceptualizacije i zagovaranja modela društveno-kulturnog centra (DKC) kao novog institucionalnog modela korištenja i upravljanja javnom infrastrukturom koja je namijenjena za transdiciplinarne i transsektorske potrebe kulture, organizacija civilnog društva i lokalne zajednice. Kroz ovaj program organizacija promišlja i zakonska rješenja koja unapređuju institucionalni okvir na način da se različite transdisciplinarne potrebe zajednice zadovolje kroz mogućnost instituiranja demokratičnog modela upravljanja javnim institucijama u kojem bi uloga zajednice bila znatno ojačana.

Ovaj program uključuje različite formate aktivnosti kao i različite razine djelovanja (lokalna i nacionalna). Tako je na primjer organizacija u sklopu ovog programa organizirala međunarodnu konferenciju Kultura, zajednička dobra i institucionalna inovacija te zagovaračke aktivnosti na lokalnoj razini. Rezultat tih aktivnosti bio je prepoznavanje društveno-kulturnog centra kao jednog od segmenata kulturne strategije Grada Zagreba do 2022. U tome je Savez imao podršku iz lokalnih, nacionalnih i međunarodnih izvora

  1. Jačanje lokalne scene i transfer znanja

Ovaj program usmjeren je na monitoring i reagiranje na javne politike u kulturi, području mladih i urbanog razvoja te jačanje kapaciteta lokalnih organizacija i mreža. Savez ga u različitim formatima i opsezima provodi od samog početka djelovanja, točnije od 2007. godine, te kroz njega prati lokalne politike vezane za nezavisnu kulturu i mlade, pruža pomoć i podršku drugim organizacijama te proizvodi specifična znanja vezana za suupravljanje javnom infrastrukturom kroz model civilno-javnog partnerstva.

Kroz ovaj program organizacija je različitim zagovaračkim aktivnostima (javna kulturna događanja, okrugle stolove, radionice, zagovaračke kampanje) u posljednjih 7 godina podigla vidljivost nezavisne kulturne scene te ju je pozicionirala kao važno mjesto unapređenja lokalne kulturne politike i relevatnog sugovornika kad je u pitanju osiguravanja boljih uvjeta za rad nezavisne kulture. Odnos s gradskim vlastima imao je različite predznake u ovom razdoblju, ali se može okarakterizirati kao konstruktivan.

Drugi element programa je jačanje kohezije na lokalnoj sceni posebno kad su u pitanju nove organizacije. S tim ciljem je organizacija provodila edukativne aktivnosti na lokalnoj razini te podizala kapacitete pojedinačnih organizacija pa je tako u 2014. godini provela i niz radionica umrežavanja i rada sa zajednicom.

Svoj rad na akumulaciji znanja organizacija je proširila na njegov transfer izvan lokalne razine te je tako kroz različite suradničke projekte sudjelovala u izgradnji kapaciteta organizacija u drugim gradovima na temama institucionalne inovacije, rješavanja prostornih potreba i načina korištenja infrastrukture.

Program od početka njegovog provođenja ima podršku iz lokalnih, nacionalnih i međunarodnih izvora.

  1. Culture 2 Commons / Od kulture do zajedničkih dobara

Od kulture do zajedničkih dobara najnoviji je program Saveza kojim se nastoji potaknuti transfer uspješnih institucionalnih i organizacijskih praksi prema organizacijama u Europi, kao i u druga područja djelovanja (upscaling). Program se temelji na dugogodišnjem radu Saveza na uspostavljanju međunarodne suradnje i povezivanja s organizacijama u Europi a njegova provedba pod ovim imenom započela je 2014. godine s početkom strukturirane suradnje s Europskom kulturnom fondacijom (ECF) na programu i platformi “Connected Action for the Commons”. U sklopu tematskog fokusa “Connecting culture, communities and democracy” platforma okuplja šest hubova sastavljenih od organizacija i mreža iz područja kulture iz Europe od kojih su osim hrvatskog tu i Krytyka Polityczna iz Poljske, Oberliht iz Moldavije, PLATONIQ iz Španjolske, Subtopia iz Švedska i Les Têtes de l’Art iz Francuske.

Kroz suradnju s ECFom nastoji se uspostaviti i zagovarati novi skup demokratskih praksi i modela u Europi usmjerenih angažmanu kulturnih organizacija u zajednici i kulturi polazeći od ideje kulture i kulturnog sektora kao svojevrsnog laboratorija za društvene inovacije. Ta suradnja stvorila je priliku za Savez da stavi u širi europski kontekst teme kojima se bavi poput institucionalne inovacije i participativnog upravljanja te da svoje metode i postignuća prenese u druga područja djelovanja i druga mjesta.

U sklopu programa Culture 2 Commons Savez je inicirao i sudjelovao u većem broju zajedničkih aktivnosti s drugim hubovima, uključujući sastanke, prezentacije, studijske posjete drugim hubovima (Moldavija, Poljska, Francuska, Švedska) kao i studijske posjete predstavnika hubova u Hrvatsku kao i događanje IdeaCamp usmjereno na prikupljanje i javnu prezentaciju društvenih i kulturnih inovacija iz cijele Europe koje potiču angažman zajednice.

What we do?

Four programs of the Alliance Operation City comprise most of the activities and projects that the organization implements and they are founded directly on the basic organization’s objectives.

First programCo-governance of Pogon”; second program, “Promotion of institutional innovation in culture”; third program, “Strengthening of the local scene and transfer of knowledge”; fourth program “Culture 2 Commons”.

Co-governance of Pogon
Co-governance of Pogon is the basic program of the Alliance Operation City directed at the practical implementation of the civil-public partnership in governing infrastructure for the youth and independent culture in Zagreb. Having in mind that the organization was initially established in order to advocate for instituting the Center for independent culture and youth, an institution based on formal civil-public partnership between the City of Zagreb and independent cultural and youth organizations, the Alliance is a platform for participation of the civil side of the partnership. As the Center was founded in 2008, based on the agreement between the City of Zagreb and the Alliance for Center for independent culture and youth stipulating that the founders jointly govern the basic functioning of the institution, this year is considered the formal beginning of this program implementation.

The primary role of the Alliance in this partnership relates to the content, i.e. the program of the Center. The Alliance gathers organizations that are active in the fields of youth and independent culture thus securing programs organized in Pogon and providing all user organizations with the possibility to participate in decision making. The main instrument of this participation, apart from being a member of the Alliance, is Program Council of Pogon, an expert body comprised of representatives of CSOs which is in charge of rules and procedures for the use of resources, program directions and long-term program plans. The Program Council has 5 members and they are elected by the members of the Alliance.

The Alliance and its membership are continuously engaged in the improvement of the model and practices of the use of the Center infrastructure in order to make it a resource not only for organizations and initiatives in the field of independent culture and youth but also for wider local community. This is particularly important with the view of the future reconstruction of the Jedinstvo building which will allow for greater number of users and various contents. Namely, apart from programing, the representatives of the Alliance are intensively engaged in conceptualizing and preparing the reconstruction and extension of the former factory Jedinstvo with the purpose of making it appropriate for a significantly wider range of public programs than it accommodates now.

This program is supported by local and national funds, international donors as well as by in-kind investments of the Alliance’s members (either through work of their representatives or through free use of the resources).

Promotion of institutional innovation in culture
This program represents an investment into further development and advocacy for the implementation of the successful model of participatory governance over infrastructure for social and cultural activities. Since its beginning, the organization has been continuously working on the issue of institutional innovation in culture so that this program has been implemented in various formats since 2006. The establishment of the Center as a hybrid institution is definitely the most important institutional innovation which was successfully implemented thanks to the organization and its membership.

Based on the experience and legitimacy gained through this process, the Alliance continued exploring its innovative initiatives and already in 2011 organized the international conference Open Institutions accompanied by a publication of the same name which contemplated a new type of institution as an attempt of a reform and modernization of public cultural sector from the perspective of the non-institutional actors and their trans-sectorial needs.

Interdisciplinary approach to thinking innovation within cultural sector resulted in expansion of the interest toward thinking of a concept and a model which would include other civil society actors not active in the field of culture. This has led to conceptualizing and advocating the model of socio-cultural center as a new institutional model of use and governance of infrastructure for the purpose of transdisciplinary and trans-sectorial needs of culture, CSOs and local community. Within this program the Alliance also contemplates legal solutions which improve the institutional framework in such a way as to accommodate different transdisciplinary needs of the community through the possibility of instituting a democratic model of governance over public institutions, one that implies a stronger role of the local community.

This program comprises different formats of activities as well as different levels of engagement (local and national). Within this program the Alliance organized for example the international conference Culture, Commons and Institutional Innovation as well as advocacy activities on the local level. The outcome has been the recognition of socio-cultural center as one segment of cultural strategy of the City of Zagreb 2022. The program is supported by local, national and international funds.

Strengthening of the local scene and transfer of knowledge
This program is directed at monitoring of public policies relating to culture, youth and urban development as well as at capacity building of local organizations and networks. The Alliance has implemented it in various formats and scopes since the beginning of organizational activity, more precisely since 2007. It monitors public policies relating to independent culture and youth on the local level, provides assistance and support to other organizations and produces specific knowledge related to co-governance of public infrastructure based on the model of civil-public partnership.

In the past 7 years through various advocacy activities (public cultural events, public discussions, workshops, public campaigns) implemented within this program the Alliance has raised visibility of the independent cultural scene and positioned it as an important point of improvement of local cultural policy and a relevant interlocutor on the issue of providing better working conditions for the independent culture. The relation with the city authorities has had different stages but can be characterized as constructive.

The other element of the program is strengthening cohesion on the local scene particularly with respect to new organizations. With this aim, the Alliance has implemented educational activities on the local level and raised capacities of individual organizations, for example through a series of workshops on networking and community outreach organized in 2014.

The work on knowledge accumulation has been extended to knowledge transfer outside Zagreb. Through different collaboration projects it has participated in capacity building of organizations from other cities working on the issue of institutional innovation, solution of spatial needs and the model for use of infrastructure.

Culture 2 Commons
Culture 2 Commons is the most recent program of the Alliance which aims at encouraging transfer of successful institutional and organizational practices to European organizations as well as to other fields of activity (upscaling). The program is based on long experience of international collaboration and on connecting with organizations in Europe. Its implementation under this name began in 2014 with the commencement of the structured collaboration with European Cultural Foundation in the program and platform “Connected Action for the Commons”. Within the thematic focus “Connecting culture, communities and democracy” the platform gathers six hubs comprised of cultural organizations and networks from Europe. Besides Croatian hub, other hubs in the platform are Krytyka Polityczna from Poland, Oberliht from Moldova, PLATONIQ from Spain, Subtopia from Sweden and Les Têtes de l’Art from France.

In collaboration with ECF the program strives to constitute and advocate in Europe a new set of democratic practices and models aimed at engagement of cultural organizations in the community and culture starting from the idea of culture and cultural sector as a kind of laboratory for social innovation. This collaboration provided an opportunity for the Alliance to situate in a wider European context the issues it deals with, such as institutional innovation and participative governance. It also provided an opportunity for transfer of the methods and achievements to other fields of activity as well as to other geographies.

Within this program the Alliance initiated and participated in a number of joint activities with other hubs including meetings, presentations, study visits as well as the event Idea Camp which collects and publicly presents social and cultural innovations engaging communities from around Europe.

The program is supported by European Cultural Foundation.
